Constitution

ARTICLE I NAME

The name of this organization shall be the Shore Soccer Officials'  Association, hereinafter known as the SSOA.

ARTICLE II OBJECTIVES

The objectives of the SSOA are to advance the game of soccer in the shore area; to provide competent officials for  all assigned  contests; to promote and support the highest standards of professionalism in soccer officiating; and to encourage and support  fair play and sportsmanship among players, parents, coaches, and fans.

ARTICLE III MEMBERSHIP

Section 1: Types
Regular Membership: A regular member is one who has  attained  the age of 19 years as of October 1 of the current  year; has successfully passed the NJSIAA qualifying examination  and any other examination required by the SSOA; who agrees to  abide by the rules and regulations of the SSOA; and who is current  in the payment of all dues and assessments. Only  regular members have the right to vote in matters affecting the SSOA,  including the election of officers of the SSOA.
Cadet Membership: A cadet shall have attained the age  of 18 as of October 1 of the current year and is enrolled in the SSOA's cadet training program.
Inactive Membership: An inactive member is an  individual who  has chosen not to participate in the current  activities of the  SSOA, including sanctioned SSOA assignments. An inactive member  may return to regular membership in the next SSOA  season or year after satisfactorily demonstrating proficiency in accord  with the level of competition to be assigned, as  determined  by the Executive Board. An inactive member will be  assessed reduced dues for the period of such inactivity in  accordance  with the by-laws of the SSOA.


Section 2: Terms
To be in good standing, all members must pay annual  dues, fines,  and assessments for the ensuing year by January 31;  must attend meetings as determined by the Constitution and the By-laws; and maintain professional competence as a soccer  official.


Section 3: [NJSIAA Provisions] Registration by the Chapter will not be issued or renewed for anyone:
(a) Convicted, or adjudicated with a finding of fault, guilt or violation, in regard to an offense against a minor  or any sexual offense unless/until such offense has been  reversed by proper authority with the jurisdiction over the matter; or
(b) Convicted, or adjudicated with a finding of fault, guilt or violation, in regard to an offense involving an illegal/illicit  drug or controlled substance as prescribed by federal or state law or regulation, prior to five (5) years following  the completion  of any sentence/parole/probation period imposed for the offense; or
(c) Currently serving a sentence or a parole/probation period  for any offense or adjudication of guilt imposed by any court, judge or administrative body, other than simple  traffic violations.


Section 4: Currently Registered Officials:
(a) When a currently registered official is indicted or charged with any indictable criminal offense or charged with a violation of any statute pertaining to minors, drugs or a  controlled substance, such license will automatically be suspended pending resolution of the indictment or charge. Conviction or adjudication of fault, guilt or a violation under any such indictment or  charge shall  result in immediate and automatic forfeiture of the  officiating license.
(b) Currently registered officials must inform the local chapter  of any such indictment or indictable criminal charge immediately  upon receipt of or upon having knowledge of such  indictment  or charge. Failure to notify the chapter shall itself be a basis for immediate and automatic forfeiture of the  officiating license.


Section 5: Reinstatement/Reapplication for Registration: An official whose registration has been forfeited,  suspended or revoked or an applicant who is denied registration,  under the provisions of this policy, may petition the chapter for reinstatement/reapplication  based on the following:
(a) If suspension, revocation or forfeiture of registration is based upon conviction, adjudication or finding of guilt of an indictable offense: the official/applicant may  petition the  chapter for registration one year after the completion of the  parole/probation period; other than conviction of illegal/illicit  drugs, controlled substance where a 5 year probation period is used, or immediately upon dismissal or reversal of  the charge  or conviction (provided the offense was NOT involving a minor or a sexual offense).
(b) If suspension, revocation, forfeiture or denial of registration  is based upon any conviction, adjudication or finding  of guilt  involving a minor or sexual offense,  reinstatement/reapplication will not be permitted, unless/until such offense has  been reversed by proper authority having jurisdiction over this  matter.


ARTICLE IV OFFICERS

Section 1: The officers of the SSOA shall be a President, Vice  President, Secretary/Treasurer, and Recording  Secretary, whose  terms of office shall be for one year commencing at the annual fall banquet of the SSOA, or at a time set by the  Executive Committee.


Section 2: Any regular member in good standing is  eligible for  election as an officer in the third or subsequent year of membership.


Section 3: In the event the President is unwilling or  unable  to serve in this office, the Vice President shall fill this office until the next regularly scheduled election.
In the event any other officer shall be unwilling or unable to serve, the Executive Committee shall fill this  vacancy upon nomination by the President until the next regularly scheduled  election by a two-thirds vote of the executive  committee.

ARTICLE V EXECUTIVE COMMITTEE

Section 1: The Executive Committee shall be composed of the President, Vice President, Secretary/Treasurer, Recording Secretary, Interpreter, Assignor, Cadet Supervisor and members at-large elected from the membership. The number of members at-large shall be fixed at one member at-large per twenty five  regular members.


Section 2: The Executive Committee shall act in the  place of  the membership of the SSOA between regular meetings and shall  establish policies of administration of the SSOA for  the membership, conduct necessary and proper business of the organization, uphold the objectives of SSOA, and assure that SSOA conducts  its business in accord with the Constitution and By-laws of SSOA.


Section 3: Members at-large shall serve a term of two  years,  except that in the initial year after adoption of this Constitution, three members at-large shall be elected for a two year term  and two members shall be elected for a one year term.


Section 4: In the event that any member at-large is  unwilling or unable to serve, such a vacancy shall be filled until the  next regularly scheduled election by a two-thirds vote of the executive committee upon nomination by the President.

ARTICLE VI ORGANIZATION

Section 1: Meetings
General membership meetings shall be scheduled each  year by the Executive Committee, and shall include at least one "Interpretation  Meeting." Regular members must attend the required  number  of scheduled meetings in order to be eligible to  receive officiating assignments in that season as determined by the  By-laws of the SSOA. Attendance at the Chapter's annual "interpretation  meeting," or at an alternative meeting approved by the Interpreter, is required for all members.


Section 2: All meetings of the SSOA shall be conducted according to Roberts' Rules of Order.


Section 3: Standing Committees of the SSOA shall include the  following: Banquet, Grievance, Nominations and  Elections, Professional Standards, Welfare, and Program. The Executive Committee shall  appoint members to each standing committee for a term  of one  year.
Each standing committee shall be composed of not less  than three  and not more than five members. Each standing committee shall  operate under By-laws determined by the individual  standing  committee and each standing committee not chaired by  an executive  officer shall annually elect its own Chair from the members  of that committee.


Section 4: The President, with the approval of the Executive  Committee, may from time to time appoint ad hoc  committees for  the purposes of carrying out a specific function of the SSOA and such ad hoc committees shall be constituted for a  specified period of time.


Section 5: The SSOA shall conduct a Cadet Program for  the instruction of new officials. The program shall be conducted by a  Cadet Supervisor and/or Assistant Supervisors, who shall be  appointed by the Executive Committee for a term of one year.

ARTICLE VII AMENDMENTS

Section 1: Amendments to the Constitution may be proposed by  a two-thirds vote of the Executive Committee or by a  petition  signed by at least 20 percent of the regular members. Amendments to the Constitution must be presented at one regularly scheduled  meeting and must be voted upon at the next regularly  scheduled meeting. Amendments to the Constitution must be  adopted by a  two-thirds vote of those regular members present and  voting  at any such meeting.
Section 2: The effective date of this Constitution shall be the date of its adoption according to the provisions of Article VII, above.

 

Addendum:

  1. Article V, Section 1 of the Constitution of the SSOA shall be amended to add after “Recording Secretary,” Director of Training and Development.
  2. Article VI, Section 5 of the Constitution of the SSOA shall be amended to add after “Cadet Supervisor,” Committee on Training and Development.
