NJ Modifications To The Rules

Clarifications and Mechanics
Revised: 2000
Rule 1-2-6 (Clarification:)
Play ruling states that if field measurements are incorrect, play
the game as is and report the discrepancies to the coach.
Clarification:
Home team shall correct any field markings or playing conditions that
can easily be corrected before the game begins.
Example: one penalty mark is only 10 yards from the goal line.
This problem can be corrected immediately.
Rule 1-3-1 (Clarification:)
Corner flags may have conical base (plastic cone) for astroturf
fields.
Rule 1-6-1 (Clarification:)
NJSIAA is requiring perimeter fencing or roping twenty-five (25) feet
from the official side and endlines for VARSITY games. The obvious
intent is to separate unauthorized people from teams, coaches, and
official scorers. Where field configurations may prohibit full
adherence to the 25 feet or use of public parks or elementary school
fields make fencing unmanageable, large rubber cones or other
temporary markings are acceptable provided the spectator separation is
accomplished. Adult supervision may be needed in these cases.
If officials feel that these conditions are not fulfilled, they are to
play the game but report the infraction to the administration of the
home team and the NJSIAA.
Rule 1-7-1 (Mechanics)
If lightning or heavy rains occur, wait a minimum of thirty(30)
minutes before calling the game. Be sure to use proper termination
procedures outlined by NJSIAA. No official may forfeit a game.
Rule 2-2-2 (Clarification:)
No rubber soccer balls are to be used.
Rule 3-3-2 (Clarification:)
Only trainer or coach may be beckoned onto the field to attend to an
injured player. Not both.
Point of emphasis: During the time the coach/trainer is
permitted on the field by the referee to attend to an injured player,
coaching instruction may NOT be given on the field by either coach or
trainer.
Mechanics: During this situation, the referee in proximity to
the injured player should make a determination if help is needed and
stand by to see that no coaching takes place. The other referee
stations himself/herself in proximity to the team benches to see that
no coaching is done to the players on either team. If a coach does do
coaching, issue a caution (yellow card).
Rule 3-5-1 (Clarification:)
If the goalkeeper is being changed with a field player during a
substitution, stop the clock.
Rule 4-2-f
No caps are to be worn by players. The goalkeeper may wear a
soft-billed baseball-type hat or soft-billed visor.
NOTE: in tournament play a goalkeeper must remove the hat if he/she
becomes a penalty kicker in a shoot-out.
Rule 4-2-3 (Clarification:)
Sweatbands may be worn on the head or wrist if made of soft material.
Head bands must be 2" wide, solid color but they need not be all the
same color.
Rule 5-1-1 (Clarification:)
Should only one official show up for a varsity-level game and no other
varsity-level official is available, the School Athletic Director or
principal only (not the coach) has these options:
- They may move up a carded official from a sub-varsity
level game.
- They may move up an uncarded official from a
sub-varsity level game if a carded official is not available.
- They may have you do the game alone.
Rule 5-2-1 (Clarification:) - Pre-Game
Inspection/Conference Procedure
It is important that Soccer Officials perform all the necessary
uniform and equipment checks, and conduct a pre-game conference.
Prior to the start of each game, officials must approach each Coach
and ask, "ARE ALL YOUR PLAYERS PROPERLY EQUIPPED AND IS YOUR ROSTER
COMPLETE?"
- With whistle, gather both squads and the center
circle at least five minutes before game time.
- Simultaneously, each official checks a squad from
both front and back.
- Remind players that shirts are to be tucked in at
all times.
- Remind all players to take off all jewelry and
visually check for same.
- Check to see that shin guards are completely
covered by socks.
- Check hair for metal barrettes even if covered by
tape.
- Check braces to see that all metal is covered.
- Check to see if anyone is wearing a cast of any
kind (properly padded and with medical permission slip).
- Check shoes for rivets and sharp edges
- Check sweat bands on heads and wrists.
- Officials step inside circle of players and review
pertinent rules and include admonition on deliberately fouling goalie in
possession of ball.
- Also, remind the players that, if they want ten
yards on a free kick, to tell the officials immediately.
- If the field is wet, remind them to play more
cautiously than if they were playing on a dry field.
- Dismiss players but retain captains for coin toss and
to identify the "speaking" captain.
- Remind captains of their responsibilities and ask for
their help in running a smooth game.
Rule 5-3 (Clarification:)
The gold NISOA shirt is the primary shirt, and the back-up shirt for all NJSIAA officials is the black
shirt with the white collar.
Rule 6-2 (Clarification:)
Timer should count down verbally the last 10 seconds of each period.
If the referee is the official timer, this does not apply.
Rule 7 - Duration of game, length of periods
The duration of the game shall be two(2) equal halves of forty(40)
minutes each. Two(2) equal halves of thirty(30) minutes for freshman
(9th grade) games. JV games may be between 30-40 minutes. Check
conference rules before you start.
Rule 7-1-5
There is no goal differential used in NJSIAA games. (Mercy Rule)
Rule 7-3-1
In case of a tie game, two(2) extra periods of ten(10) minutes each
shall be played unless the written contract between schools or a
Conference rule provides otherwise. Two(2) ten(10) minute extra
periods will be played in the NJSIAA tournament.
(Mechanics)
The referees shall remain in the same positions on the field as the
game ends. For the overtime periods you will move to your right both
periods.
Rule 7-5-1 (Mechanics)
If a team refuses to play after being instructed to do so, the game is
terminated. (Allow one(1) minute for the team to respond.) Remind the
coach that the act of pulling the team off the field or forcing a game
termination will be written up for the NJSIAA.
If a team does not show up to play on time and does not call within
thirty(30) minutes to the school, the head referee shall abandon the
game.
Rule 8-1 (Mechanics)
At the beginning kick-off the officials should move to their left.
When the officials change sides for the second half, they should move
to their right.
Rule 10-2-1
No official can forfeit a game. That action is exclusively reserved to
the NJSIAA.
Rule 12-4-1 (Clarification:)
Playing distance from the ball is considered six(6) feet.
Rule 12-7-4 (Mechanics)
Verbal warning to the goalkeeper the first time for delaying tactics.
If it occurs again, issue a caution(yellow card) for unnecessary delay
of game.
Rule 12-8-8 - Fouls and Misconduct
The NJSIAA wishes to emphasize that a player, coach, or bench
personnel guilty of flagrant physical or verbal unsportsmanlike
conduct is committing a disqualifying offense: violent conduct,
serious foul play, the use of foul or abusive language, leaving the
team area to enter the field to participate in, as defined above, a
fight or altercation. The first such offense will result in a red card
disqualification and an additional two(2) game disqualification. A
previous caution need not have been issued to the perpetrator. If a
field player is sent off, the team must play short one person for the
rest of the game. The official issuing the send-off shall display the
red card in one hand.
Yellow card cautions are issued for unsportsmanlike
conduct, for persistent infringement of the rules, for dissenting from
the decision of an official, for using incidental profanity or
vulgarity, for a player, coach, or bench personnel entering or leaving
the field without having received permission from the official, and
for the use of video equipment to assist in coaching the team.
A PLAYER SENT-OFF FOR VIOLATION OF PLAYING RULE 12-8-3
(a) A PLAYER INTENTIONALLY HANDLING THE BALL TO PREVENT IT FROM
ENTERING THE GOAL - SHALL NOT SUFFER THE ADDITIONAL TWO(2) GAME
DISQUALIFICATION. THE TEAM MUST PLAY SHORT ONE PERSON FOR THE REST OF
THE GAME. THE OFFICIAL ISSUING THE SEND-OFF SHALL INDICATE THIS BY
DISPLAYING THE RED CARD IN ONE HAND AND THE YELLOW CARD IN THE OTHER.
A player, coach, of bench personnel shall be
disqualified immediately for taunting a member of the opposition. The
official will show simultaneously both the yellow and red cards in the
SAME hand.
NOTE: The number of players on the field shall
NOT be reduced.
A player, coach, or bench personnel shall be sent off for committing a
second cautionable offense. The official issuing the send-off shall
indicate this by showing simultaneously both the yellow and red cards
in the SAME hand.

NOTE: C, D, and E above will NOT carry the
addditional NJSIAA 2-game disqualification.
Removal of Coach from the Game
Whenever it becomes necessary to disqualify a coach from the game, the
official should ascertain the availability of another coach or
qualified faculty member who can assume responsibility for the team,
and then employ the following procedure:
If the administrator or his/her representative is able to designate
such a person, the disqualified coach must leave the vicinity of the
playing area: at home - the locker room, away from home - the team
bus.
If the administrator or his/her representative is not able to make
this designation, the disqualified coach should be assigned to an area
where he/she can visually observe the game so that he/she will be
available to protect the safety and welfare of the team. If the
disqualified coach uses the privilege to communicate with the team or
if he/she is again guilty of an unsportsmanlike act, the game shall be
terminated and the Central Office of the NJSIAA notified in writing.
A disqualified player will be confined to the bench area under the
supervision of the coach. If said player continues to be disruptive,
the official may terminate the game.
Remember: Once the player or coach has been disqualified,
appeals from any party will not be honored.
Rule 15-1-2 (Clarification:)
The ball shall be thrown (on a throw-in) in any direction from the
point where it crossed the touchline.
Mechanics The official must point to the spot where the ball went out
of play.
Rule 16-1-3 (Clarification:)
Once spotted, the ball shall be kicked from the ground from any point
within the goal area by a player of the defending team. Once spotted,
the ball may not be moved to a different location. Caution the player
who relocates the ball for unnecessary delay of game.
